Section 24
Arrangement of permits
(1) After receiving the application in accordance with section 23, the authority will carry out the necessary investigation in that regard and if it finds it necessary to obtain additional information or details during such investigation, the authority may demand additional information or details from the person making such an application.
(2) If the authority deems it appropriate to grant a permit after conducting the necessary investigation according to sub-section (1), it shall issue the permit to the applicant after taking the prescribed fee for a permit other than the permit issued under sub-section (3) and (4).
(3) In the course of investigation according to sub-section (1), if only one of the persons applying under sub-section (1) of section 23 is found to be qualified to operate such telecommunication service, the authority shall negotiate with such person and determine the license fee, renewal fee and royalty and grant the license to the applicant.
(4) During the investigation according to sub-section (1), if more than one person applying under sub-section (1) of section 23 is found to be qualified to operate such telecommunication service, the authority shall notify all those persons to increase the license fee, renewal fee and royalty, whichever is the highest. Permit should be given to the person who speaks.
(5) When granting a permit in accordance with sub-section (2), it shall be given within ninety days from the date of receipt of the application, or if additional information or details are requested as per sub-section (1), such information or details shall be given within ninety days from the date of receipt.
(6) When granting a permit in accordance with sub-section (3) or (4), one hundred and twenty days from the date of expiry of the application period in accordance with sub-section (1) of section 23, or in case additional information or details are requested in accordance with sub-section (1), one hundred and twenty days from the date of receipt of such information or details It should be given in.
(7) A person who does not get a permit within the period specified in sub-section (5) or (6) may file a complaint before the Government of Nepal within thirty days of the expiry of such period and the decision of the Government of Nepal on such complaint shall be final.
